Background of the study
Government housing policies play a crucial role in shaping urban landscapes and influencing residential patterns, particularly in densely populated regions such as Lagos Mainland. In recent years, efforts to address housing shortages through policy interventions have yielded mixed results, with slum development emerging as an unintended consequence. Rapid urbanization in Lagos, coupled with inadequate policy implementation, has led to the proliferation of informal settlements where residents lack access to basic amenities and secure tenure. While government initiatives aimed to provide affordable housing, the resultant policies have sometimes failed to meet the demands of the rapidly growing urban population (Balogun, 2023). These policies, often characterized by bureaucratic delays and limited funding, have inadvertently contributed to the persistence and expansion of slums. The interplay between state-led housing strategies and market forces has created a scenario where informal settlements thrive despite regulatory efforts (Adebayo, 2024). Moreover, the socio-economic conditions of slum dwellers are compounded by issues such as overcrowding, poor sanitation, and inadequate infrastructure. In-depth analyses indicate that the shortcomings in policy design and execution have not only intensified urban poverty but have also undermined efforts to promote sustainable urban development (Ibrahim, 2025). The critical evaluation of housing policies in Lagos Mainland is therefore essential to understand how these policies influence the emergence and evolution of slum areas, thereby providing a foundation for the development of more effective urban planning strategies that address both housing needs and quality of life.

Statement of the problem
Despite governmental efforts to tackle housing shortages, slum development in Lagos Mainland has continued to escalate. The failure of housing policies to adequately address the needs of low-income residents has resulted in the proliferation of informal settlements where basic services remain deficient (Balogun, 2023). The ineffective implementation of policy directives, coupled with rapid population growth, has led to overcrowded living conditions and a significant deterioration in urban living standards. Moreover, the disconnect between policy intentions and on-ground realities has generated widespread socio-economic challenges, including heightened poverty and compromised public health. Limited governmental resources and bureaucratic inefficiencies further compound the problem, preventing timely intervention and corrective measures (Adebayo, 2024). These shortcomings have significant implications for urban planning and development, as slum areas become hubs of social and infrastructural neglect. The lack of comprehensive data on the effectiveness of current housing policies in mitigating slum proliferation has left a critical gap in urban management strategies (Ibrahim, 2025). As a result, there is an urgent need to evaluate the influence of these policies on slum development and to recommend evidence-based modifications that can improve housing delivery and overall urban resilience.

  • To evaluate the effectiveness of current government housing policies in Lagos Mainland.

  • To assess how these policies contribute to the development and persistence of slums.

  • To recommend improvements in policy design and implementation to reduce slum proliferation.

Research questions

  • How effective are existing government housing policies in addressing urban housing shortages in Lagos Mainland?

  • What policy modifications can enhance housing delivery and curb slum development?

Research Hypotheses

  • H1: Current housing policies have limited effectiveness in reducing urban slum proliferation.

  • H2: There is a significant correlation between policy implementation gaps and the expansion of informal settlements.

  • H3: Policy reforms focused on improved funding and administrative efficiency can mitigate slum development.

Significance of the study
This study provides vital insights into the shortcomings of government housing policies and their unintended impact on slum development. The research will inform urban planners and policymakers by highlighting critical areas for reform. Its findings aim to foster more effective housing strategies that promote sustainable urban growth and improved living conditions for vulnerable populations (Balogun, 2023; Adebayo, 2024).

Scope and limitations of the study
The study is limited to evaluating government housing policies and their impact on slum development within Lagos Mainland Local Government Area. It does not extend to other urban areas or alternative housing issues.
